In den letzten Jahren hat die Diskussion über FTI-Strategien international stark zugenommen. Nationale FTI-relevante „policies“ und spezifische „science and innovation strategies“ sind in den meisten OECD-Ländern nicht mehr wegzudenken. Ziel des Arbeitskreises ist es, die Erarbeitung nationaler FTI-Strategien, deren Bedeutung für einzelne FTI-Systeme und deren Umsetzung im jeweiligen politischen Kontext zu beleuchten und im internationalen Vergleich zu diskutieren. Dabei wird es unerlässlich sein, auch über die Strukturen und über die Stakeholder der FTI-Governance zu diskutieren

Current Developments in the Austrian Innovation System
Austria has become a dynamic and competitive knowledge-based economy over the last years. The most recent issue of the European Innovation Scoreboard gives high marks to Austria for innovation. Austria scored eighth in the overall ranking, placing it securely in the middle of the field alongside Luxembourg, Ireland, France, Belgium and the Netherlands. Since 2003, Austria has also shown the most dynamic performance among the EU-15 countries, with an upward tendency. Before the crisis, the year 2008 continued the very positive trend in research and development spending in Austria. Total expenditures for research and experimental development performed in Austria were more than 7.512 billion Euro in 2008. This has increased Austrian research and development spending by 8.1%, compared to the prior year. This results in an expected R&D share of 2.73% of the gross domestic product in 2009. This puts Austria's R&D rate ahead of both the EU member states' average and the comparable value among OECD member states.
However, there are still rather crucial fields that need to be optimised in order to further develop the national innovation system. This is clearly demonstrated by the results of the European Innovation Scoreboard. Austria shows clearly below-average values for important indicators within the category "innovation output": All respective indicators point towards the fact that the transformation from innovation input to innovation output has not convincingly succeeded yet. This means that Austria's input into the innovation system is relatively high in comparison to other innovative countries, while the output generated is below average. Thus, an increasing efficiency of the innovation system is a crucial issue for the future.

The Strategy 2020 - RTD in Austria
To support and expand the role of Austria as a place for research, technology and innovation a long-term national RTI strategy has been developed by the Austrian Council for Research and Technology Development. The results of the Research Dialogue and the System Evaluation constitute an essential component of this strategy. The aim of our joint efforts is to improve the climate for research and innovation and their significance for the future of our society. The final results of the strategy will be presented in the course of this workshop. The Strategy 2020 is based on the following set of guiding principles:
- Sustainability and social relevance should become motifs of great importance for R&D
- Well educated and skilled people are the nucleus of a knowledge based society: Measures to enhance the educational system should be prioritised.
- Public money should increasingly be allocated on a competitive basis.
- Focus on strengths; poorly developing fields should be evaluated and thoroughly scrutinised.
- New structures and new themes should only be set up if in the medium term there are realistic chances to reach a leading position in specific scientific areas, to open up new markets or to satisfy societal demands.
- Especially in the context of governance, flexible structures have to be established in order to facilitate efficient reactions to future demands.
- Globalisation needs to be tackled by nationally defined strategies for internationalisation
- Transparency and participation, reflecting responsibility against the society, should become principles of tomorrow's policy

Due to the magnitude and spread of the changes facing Ireland currently a long term vision and leadership is seen to be required. To build a competitive and sustainable enterprise base are seen as essential to provide increases in prosperity and employment Science technology and innovation is seen as a key player To achieve this vision Ireland believes that difficult decisions must be taken and a strong need to have a competitive operating environment.

In terms of expenditure Ireland has a number of strengths that will underpin future growth such as a young and well educated population with increasing levels of innovation and research activity a modern and highly productive internationally trading enterprise base. Ireland is one of the most open economies in the world and is attractive for international investment. The forces of change, the global trends and the potential scenarios that will determine Ireland's future are already underway

A number of challenges present themselves: managing the potential conflicts between economic policy, environmental concerns and resource prioritisation issues; connecting policy and decision makers more effectively; and planning our spatial development and prioritising investment decisions.

As part of a long term enterprise strategy Ireland must continue to retain a competitive advantage in a more developed and higher income economy .There is a need to renew policy for enterprise development ensuring that current enterprise strategies are appropriate in areas such as ICT services, financial services, food and agribusiness as well as building new advantages in digital media, cleantech, and the convergence of bio,ICT and nano sciences

Strategic policy requirements for education and science entails developing and integrated approach to education and training policy and delivery; to benchmark OECD countries and encourage the development of softer skills The strategy for innovation and research requires to optimise research excellence and associated economic impacts and in the area of communication technologies ensure universal access to high speed wireless and hard wired communication capacity. Strategic policy in the area of energy should include the development of a range of energy options whilst the environment and climate change policy will impinge on infrastructural decisions

It is planned to review current governance structures and the nature of executive power at each level of public administration in Ireland to ensure we invest in an efficient manner for the future.
