7: Is the Macroeconomic Environment Conducive to Growth?

A stability-oriented macro-policy regime was deemed indispensable for the creation of a European monetary union and the eventual introduction of the euro. Along these lines, the euro zone has followed a policy of monetary and fiscal restraint and comparatively high inter-est rates. In contrast, the macroeconomic policy stance was more lenient in the US, partly gauged perhaps by exogenous events such as September 11, 2001. It will be discussed (i) to what extent the deviations of short-term policies explain the more medium-term growth dif-ferences between the EU and the US and (ii) whether or not establishing and maintaining macro-stability in Europe has been a precondition for the structural adjustments which are seen to raise the long-term growth path.
