Historische Stadtkerne gelten als schützenswert. Das Label „Weltkulturerbe“ schränkt die Stadtplanung ein und erhält materielles wie immaterielles Erbe. Die Neugestaltung des Wiener Heumarktes steht symptomatisch für Konflikte der Stadtplanung im Umgang mit ausgewiesenem Weltkulturerbe. Wie können sich Städte im Rahmen ihres historischen Erbes zeitgemäß entwickeln? Wo liegt die Balance zwischen Erhalten und Erneuern?
