Should Europe become a global superpower?

Abstract

The world has clearly become more dangerous over the past few years and this confronts the EU with a pressing dilemma: should it augment its power to have a greater impact on its external environment? The answer may well be positive, but this paper will try to show that the superpower project currently on the agenda has many flaws. It works on the dubious assumption that the 19th century s concert of great powers will replicate itself on a global scale, that effective exercise of power requires centralized hierarchical governance, and that civilian powers are doomed to fail in an uncivilized world. I will question these assumptions and will argue that Europe of the 21st century should not attempt to entertain power politics à la Bismarck and Metternich. Nor should it try to imitate the United States of America. Over the last five decades the Union has been able to create and gradually extend a zone of continental prosperity and peace unprecedented in the history of Europe and still absent in the broader global setting. This has been possible through the use of mainly civilian means and by dispersing power rather than centralizing it. In other words, the EU performs quite well as a benign regional empire and there is no need to aim at a global military superpower; a kind of United States of Europe.

Jan ZIELONKA

Ralf Dahrendorf Fellow and Professor of European Politics, St Antony's College, University of Oxford

 Jan Zielonka is Professor of European Politics at the University of Oxford and Ralf Dahrendorf Professorial Fellow at St Antony’s College. His previous appointments included posts at the University of Warsaw, Leiden and the European University Institute in Florence. His work oscillates between the field of international relations, comparative politics and political theory. Zielonka has produced seventeen books including Is the EU doomed? (2014), and Europe as Empire. The Nature of the Enlarged European Union, (2006). His new book - Counter-revolution. Liberal Europe in Retreat will soon be published by Oxford University Press. Zielonka frequently contributes articles for various European newspapers and online journals.
