The Danube Strategy of the European Union is one of the priorities of the Austrian foreign policy. In the last months work on a common strategy and a concrete action plan has intensified. The pillars of the action plan are divided into 13 priority areas to which one or two Member states will be assigned as coordinators with a view to making best use of the instruments of a macro-regional strategy for the benefit of the whole region. We see great potential of macro-regional strategies in order to contributeto the territorial cohesion of the EU and to achieve EU objectives such as the ones expressed in the Lisbon Agenda and in  Europe 2020 . A common Danube strategy will create synergies between already existing forms of cooperation. The strategy and the action plan will be presented in December, in less than four month. The Cohesion policy, initially defined with a view to economical and social dimensions, is changing, getting a new valence  territorial cohesion. The goal of territorial cohesion is to encourage the harmonious and sustainable development of all areas and regions by building on their territorial characteristics and resources.
The countries in the Danube region will be entitled more than ever to strengthen their cooperation and to carry out strategic formats in order to maximize the efficiency in using structural instruments, proposing new regional cooperation programs and promoting a constructive dialogue within the neighbourhood.
The Danube region has all the potential for becoming a brand. It concentrates a serious potential in transport and energy infrastructures, in waters and biodiversity management, in setting up industrial clusters, or urban and rural development planning.
EU Strategy for the Danube Region represents an excellent opportunity of strengthening our regional dialogue on how to increase our competitiveness, how to turn our weaknesses into strengths and how to accommodate the economic development with environment protection.

Supporting regional development has always been high on the agenda of the EU. The tools of the cohesion policy have steadily been renewed (e.g. by the introduction of the Cohesion Fund, the methodological approach of the JASPERS Program etc.). One of the latest trans-regional projects is the Baltic Sea Strategy uniting all the EU Member States of the littoral under one development project. The Danube Strategy is following the footprints of the Baltic precedent. A similar feature of the two strategies is the proximity of the Eastern neighborhood of the EU and direct geographical contacts with some of the candidate and other neighboring countries. None of the two strategies needs new legislation, institutions or additional financing. At the same time, they offer an intermediary level of action between the EU as a whole and the individual Member States.

Europäische Makroregionen am Beispiel der EU-Ostseestrategie und der Donauregion
Als die EU im vergangenen Jahr die Ostseestrategie beschlossen hat, hat sie erstmals eine Strategie für eine EU-Makroregion entwickelt. Die unter französischer Präsidentschaft formulierte Mittelmeer Union ist wegen ihrer Komplexität nicht als EU-Makroregion zu verstehen.
Die Ostseestrategie wurde nicht mit zusätzlichen EU-Finanzmitteln unterlegt. Ihre Bedeutung erhält sie vor allem in einem neuen Verständnis einer gemeinsamen Entwicklung dieser EU-Teilregion und der damit verbundenen politisch vereinbarten Prioritätensetzung. Die EU-Kommission hat als Merkmal einer Makroregion definiert: "an area covering a number of administrative regions but with sufficient issues in common to justify a single strategic approach." Diese Definition trifft auch auf die Donauregion zu. Beiden Makroregionen ist eigen, dass auch Nicht-EU-Staaten involviert sind und für vertrauensbildende Integrationsschritte die regionalen Kooperationsstrukturen geeignet sind. Gerade die Baltic Sea Region verfügt mit dem Ostseerat, der Helcom (Umwelt-)Kooperation und der Nordischen Dimension beste Veraussetzung.

After 1989, the Danube became one of the main symbols of a uniting Europe. Fourteen countries, eight of them EU members, together with the European Commission have been working intensively to identify the most important challenges and opportunities specific to that region. During a public consultation, including five stakeholder-conferences, big efforts were made to put together ideas and proposals for a common strategy as well as an concrete action plan. The elements, presented by the European Commission on the last conference in Romania, are linked to the three pillars connectivity, environment & risk prevention and socio-economic development. How can we best use the instruments of a macro-regional strategy for the benefit of the whole region?
