The Banking Union has already brought us (or rather its members) an integrated supervision within the ECB, substantial progress in the area of centralised resolution and the single rulebook, and not much (if any) progress in the single deposit guarantee scheme.
The decision to build a Banking Union using the existing treaty makes it impossible for ins and outs (opt-ins) to have the equivalent position. Moreover, the time it takes to create BU in this way does not seem to be shorter than required to do it via a new treaty.
