Nobelpreisträger für Medizin; Professor emeritus, Abteilung Mikrobiologie, Biozentrum, Universität Basel Abstract
Anhand des beigelegten Schemas soll kurz dargelegt werden, dass die auf wissenschaftlichen Kenntnissen basierende technologische Innovation massgeblich in verfügbaren Forschungsstrategien verankert ist. Grundlegende wissenschaftliche Erkenntnisse stellen in zweierlei Hinsicht kulturelle Werte dar: einerseits durch deren technologische Anwendungen zum Nutzen des Menschen und seiner Umwelt, andererseits aber auch zur Bereicherung des Orientierungswissens. Dieses dient der Zivilgesellschaft als Basis zum Wahrnehmen von Mitverantwortung für eine nachhaltige Zukunftsgestaltung. Auf Grund seiner langjährigen Erfahrung in naturwissenschaftlicher Forschung und akademischer Ausbildung plädiert der Referent für ein Bildungsmodell zur Erreichung von disziplinärer Exzellenz und breiter transdisziplinärer Kompetenz. Diese beiden Standbeine erleichtern dem Forscher die interdisziplinäre Bearbeitung komplexer Fragestellungen.

France has a complex system to participate to the fast accelerating evolution of Science and Innovation. The complexity of Research-Innovation system in France is due to many different factors and difficulties to operate evolutions in pragmatic ways. The complex system is heavy to run and is time- and energy-consuming for the best scientists of the country. Nobody is satisfied with the current situation, but there is no consensus to create the necessary deep reforms.
A non-exhaustive survey of the current situation will be presented with perspectives taking in consideration the competitive international context for Science and Innovation.

Chinese government has issued the Guiding Vision for Chinese S&T Development Program (2006-2020) (The Vision) in early 2006. It establishes Chinese S&T development guiding lines of enhancing endogenous innovation, realizing keystone spanning and supporting development and leading future. The target is to enhance the S&T capabilities, enter into the range of innovative countries, provide supports to well-being society and settle basis for S&T power. It has issued significant deployments about 16 specific projects, 11 developing fields and 68 priorities topics etc., esp. strengthen the institutional reform through establishing the technology innovation system with industry-academia collaboration centered with enterprises. It formulates the integrated policy system containing establishing innovative country as target, enhancing endogenous innovation capabilities as national strategy and 60 exercisable policies on ten aspects.

 Dr. WANG Yuan has graduated from Tsinghua University, and then obtained the Doctoral Degree in Economics at Chinese Academy of Social Science. He also studied at University of Essen, Germany. From early 1980s to 2000, he worked in Institute of Industrial Economics of Chinese Academy of Social Science and Development Research Center of the State Council of the People s Republic of China. He has been the director of NRCSTD since 2000. His major research areas are: industrial economics, enterprise economics, science and technology strategy and policy. He is the major participant and writer of the Medium and Long-Term Development Planning for China s Science & Technology and the related policies of the Planning.
