Official channels are going digital. The land register and the company register are being converted into blockchain technology. Any information can be found on the Net – the technology makes it possible! But does it amount to equality of opportunity for all? In the digital paradise, are legal security and correcting information deficits simply an unnecessary luxury? And to what extent is the state responsible for protecting its citizens?

 Neben seiner Funktion als Leiter des Zentrums für E-Government der Donau-Universität Krems ist er Vorsitzender der Projektgruppe E-Democracy & E-Participation und Vorsitzender der Projektgruppe E-Government Schulung. Als Rechtswissenschafter und Absolvent des Masterlehrgangs Telematik arbeitet er interdisziplinär am Schnittpunkt technologischer, gesellschaftlicher und rechtspolitischer Entwicklungen. Zu seinen Forschungs- und Projektschwerpunkten zählen: E-Governance, E-Democracy und E-Participation, E-Government und Weiterbildung. Aktuelle Schwerpunkte: Open Government & Open Data.
