07: Security policy becoming a European issue

This course deals with the emergence of the EU as a global strategic actor in its own right. If the EU has long been a global actor in the field of aid and trade, it is increasingly becoming so in the fields of diplomacy and defence, which will be the focus of the course.

The conceptual framework for the course is the holistic or integrated approach to security, as expressed inter alia in the 2003 European Security Strategy, which can be considered the EU’s mission statement.

The course will situate the Union’s strategic outlook in its political and conceptual context and will analyze its orientations. It will then critically examine the implementation of the ambitious objectives which the EU has set for itself. Topics covered, with a focus on the security dimension, will include:
– Institutions and mechanisms of CFSP/ESDP, including the impact of the Reform Treaty – European Neighbourhood Policy – ‘Effective multilateralism’ and relations with the UN – Military and civilian capabilities and operations of ESDP – Relations with NATO and the US – Strategic partnerships, with a focus on China
