Are human rights universally valid? Even in the member states of the EU, there are different understandings of the law – all the more so if one includes neighbouring and farther states. Does this also result in different approaches to human rights? How can a dialogue look like among states and stakeholders that hold different positions? These questions will be at the centre in this seminar, as will be the examination of the discrepancy between norms and a rapidly transforming reality on the ground.
