Alpbach Communiqué: Strengthening Europe's Antibiotic Independence

At the European Forum Alpbach 2025, the Ministers of Health of the Republic of Austria and the Republic of Slovenia – in the presence of the European Commission, the World Health Organization (WHO), and the Organisation for Economic Co-operation and Development (OECD) – together with the Generalitat de Catalunya, the African Union’s Africa Centres for Disease Control and Prevention (Africa CDC), and the Republic of Rwanda resolved the Alpbach Communiqué: “Strengthening Europe’s Antibiotic Independence.”

This landmark document represents a crucial step forward in the global effort to build resilient health systems and safeguard the responsible use of vital antibiotics.

Dialogue Forum on the Austrian Security Strategy

As part of the revision of the Austrian Security Strategy, a new dialogue format for citizen participation was developed, focusing on transparency, co-creation, and societal engagement.

To pilot this format, the Federal Ministry for European and International Affairs (BMEIA) entered into a strategic partnership with the European Forum Alpbach. During a 1.5-day pilot project at EFA25, 20 scholarship holders discussed substantive priorities of the future citizens’ forum. The feedback from the participants highlighted the added value of an open exchange and provided impulses for the final design of the participation format.

Building on these insights, the BMEIA implemented the dialogue forum as a nationwide participation process together with the University of Vienna and the Ludwig Boltzmann Society with stops in three federal states. Around 100 citizens, selected to be representative, discussed people's security needs, options for action and Austria's role in the European security architecture in Innsbruck, Klagenfurt and Salzburg. The results feed into the update of the Austrian Security Strategy.

How can we capture the valuable insights from our yearly main event so they can continue to resonate throughout the year?

To achieve this goal, the European Forum Alpbach invited eight leading think tanks to join EFA25. Four of them are part of the Europe in the World Days module, and four are engaged in the Austria in Europe Days.

Our reporting partners closely followed the discussions at the European Forum Alpbach 2025, identifying the core themes and ideas. Their insights will serve as a foundation for the debates at the European Forum Alpbach 2026.
