Europe pursues defence, technology, capital markets, and competitiveness in separate policy tracks mostly on national level. Drawing on Jean Monnet’s legacy, this session explores how wider European coalitions could shape an integrated European agenda: coordinated procurement, joint financing and deeper capital markets might reinforce one another and translate investment into greater European capacity to act with a win-win on national and European level.
