Europe is reshaping its security and defence architecture through unprecedented investment and new strategic priorities. However, civil society and philanthropy remain largely absent from the debate, which has focused primarily on strengthening military capabilities and securing the necessary funding. This session will explore how they can contribute most effectively, where clear boundaries are needed, and how new partnerships and capacity building can strengthen a trans-European understanding of preparedness and societal resilience, effectively contributing towards whole-of-society approaches.
